Senior Contracts Administrator

Seeking a highly motivated and experienced Senior Contracts Administrator. The Senior Contracts Administrator (Sr. CA) will perform a full range of procurement and administration activities associated with both contracting and subcontracting work. The Sr. CA will be responsible for administering a full range of contract and subcontract types and sizes from Time and Materials (T&M), Cost Plus to include Cost Plus Fixed Fee (CPFF) and Cost Plus Award Fee (CPAF), and Firm Fixed Price (FFP) up to any dollar threshold. Under minimal supervision, the Sr. CAwill solve complex problems requiring detailed knowledge of field and industry best practices. Uses experience and problem-solving skills to develop and improve processes.

Job Responsibilities:

  • Execute highly complex contracts and subcontracts
  • Responsible for daily operation requirements and workflow of numerous government and commercial contracts/subcontracts
  • Develop and prepare solicitation documents to suppliers (Request for Proposal, Request for Quote, and Invitational Bid)
  • Review contract/subcontract activities at pre-solicitation and award phase for risk and compliance assessment
  • Negotiate contract/subcontract specifications, delivery dates, incentives and other terms and conditions
  • Implement Federal Acquisition Regulations (FAR) Defense Federal Acquisition Regulation Supplement, (DFARS) requirements as related to procurement
  • Prepare documentation summary and cost/price analysis
  • Prepare source selection statements and other required file documentation
  • Protect the company's interest and ensure compliance with company policies, legal and regulatory requirements.
  • Review and administer contracts/subcontracts to ensure satisfactory progress and compliance with terms and conditions of the contract/subcontract
  • Identify problems that threaten contractor performance; collect end-user feedback and identify areas requiring improvements or corrective action; recommend actions when subcontractor is not in compliance with subcontract clauses and provisions, or issue corrective action plan as required.
  • Manage modifications and change orders in support of customer demands and all other aspects of day-to-day contract/subcontract administration
  • Participate in bid and proposal activities to include but not limited to data calls, cost proposals and pricing activities, including price negotiation, in conjunction with multiple departments
  • Analyze and independently resolve or coordinate resolution of technical and administrative problems involving contracts/subcontracts
  • Interaction with finance, accounting, business development and senior management.
  • Other contractual and administrative functions as needed

Required Experience:

  • Experience with Truthful Cost or Pricing Data contracts/subcontracts and supplier management is necessary
  • Must have good understanding of FAR regulations and how they relate to contract/subcontract management
  • Experience managing various types of contracts/subcontracts including CPAF, CPFF, T&M, and FFP
  • Experience managing large Blanket Purchase Agreements (BPA) and Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts/subcontracts.
  • National Contract Management Association (NCMA) Certification such as Certified Federal Contract Manager (CFCM) or Certified Professional Contract Manager (CPCM) preferred
  • Must be organized, detail oriented, and demonstrate strong time management skills
  • Demonstrated ability to coordinate and prioritize multiple projects with limited supervision in a fast-paced environment.
  • Must have excellent written and verbal communication skills and be able to adapt to changing work efforts and manage shifting priorities.
  • Must be able to develop and maintain professional relationships with peers, vendors and customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.
  • Must have excellent MS Word and MS Excel skills.
  • Experience with Deltek Costpoint
  • Experience with administering EXPRESS BPAs and Task Orders preferred
  • Must be a U.S. Citizen
  • Able to obtain a security clearance if needed

Education and Experience:

  • Bachelor's degree is preferred, preferably in business, finance, or a related field
  • Minimum of 8-10 years of experience in contracts/subcontracts administration working for a federal contractor; equivalent work experience may be considered.
